    Noga heads the Regulation and Competition practices at our firm and is considered one of Israel's top attorneys in these fields.
     
    Noga advises her clients on regulatory proceedings, legislative procedures and policy-making and assists in formulating strategy vis-à-vis the regulators, both proactively and in response to action taken by the authorities. She represents her clients in administrative enforcement proceedings and in proceedings for the receipt of required approvals and permits from various authorities, and provides regulatory advice in the context of transactions, mergers and transfers of control. As part of her practice area, Noga provides legal advice to entities in the business and public sectors on regulation and competition, including consulting, providing legal advice and representation in matters related to financial regulation, as well as telecom, media, infrastructures, health, food imdustry, transport etc. Noga also represent clients on hearings before inter-ministerial and public committees, legislative proceedings, administrative enforcement proceedings, conflict of interest arrangements and more.
     
    Noga is consistently ranked in local and international ranking guides. In 2020, Noga was named by Legal 500 as a Leading Individual in Telecom and Media and in Competition Law.
     
    In 2021, Chambers ranked Noga as a Leading Lawyer in Telecom and Media, stating:

    Noga previously served as Legal Adviser at the Israeli Ministry of Communications and as Head of the Economic-Fiscal Department at the Ministry of Justice.
